No worries about hip size here as they are below the fabric opening for the legs.

 Based on the easy stretch in the waist band I believe these would comfortably fit a 32 to 34 inch waist possibly a 36 though that might make the waistband cut in a bit, making them possibly a large.

These panties are in Like New condition with no flaws I could find.
